The best way to manage these utility components is by introducing a WASH fund which is taxed from all working adults which could be 2% of the employee's monthly gross salary and the employer can top up 4% of the gross salary of the employee to raise funds to manage the activities of rural WASH service companies/ facilitation for the local government employees who could be supported with an incentive to perform better like finding reliable transport means for the field staff and setting achievable targets with them and rewarding them once these targets are met. There should be a standard monitoring team on how progress is being achieved to avoid bias and influence peddling.
